Sure, it's just an art student trying to make an impression on the world, but what if this actually had some occult significance?

What can come out of dressing up road kill in clothing?
 
Perhaps it is a sympathetic bond.  If you use clothing that belonged to a person, that person's well-being is tied to the well-being of the corpse.  As the corpse decays and is shredded by traffic, the person's life just falls apart.  He suffers bad luck until the corpse is completely destroyed or removed.  As a result, the ideal corpses are the ones on rarely traveled roads.  The suffering is prolonged, and people wonder why someone would take the trouble to dress up a corpse in the middle of nowhere.
 
Or, to take an American Gods approach, maybe it is paying homage to the god of the interstate.  By paying tribute to those who gave their lives for the highway, you assuage the spirit of the road.  Not only will you not be victim of an accident (with no protection against deliberate harm by another), you find lane changes more fluid.  Cops are less likely to notice you cruising at 95 MPH.  
 
Perhaps it's a boozehound's method of tormenting the dead.  He's had a bad experience with a demon, and he wants to make all of them pay.  So, he wanders the highways in a drunken stupor.  When he finds a bit of road kill, he dresses it up and paints it in pretty colors.  This masquerade is useful in trapping the ghost (ala Tim Powers).  The demon is drawn to the mound of flesh and is tricked into thinking it is a real person.  When the boozehound traps the demon, it suffers as road kill, feeling each and every tire that pummels it until the corpse flakes away into confetti.  Hell hath no fury like the powerful demon that has been wronged by this boozehound and successfully possesses someone with means.  The dipsomancer finds himself the target of many assaults.  
 
The story was just so strange that I just had to remark on it.
