Yeah, that was sort of how it would work. Memnon's resident
(read:captive) narquis shurn out some Mars Dust, they put it in a
bottle marked Psylocibin 657 or something along those lines, and then
issue it.

Not at first. I meant Memnon as an NPC group. They could later though,
and I would like to develop Memnon enough that they could support a
campaign of their own.

Most of Memnon's activities would be above-board, yes. I'd say even
their occult-type operations have perfectly legitimate covers behind
them.

That was pretty much how I envisioned Private Enterprises, the African
portion of the company, first stumbled across the secret world. The
idea was that two private military companies stumbled across very
different sorts of magick, and both kept it to themselves, until
Someone brought them together in the Congo.

Maybe. I liked my slightly more globalised scope a bit though. But
maybe limiting it to one continent might be smart. I sorta thought of
them as being all over the place, not really knowing what they were
doing, mostly clueless occult dilletantes with lots of guns.

Their offices are in the US, but they haven't really had any
operations there, with the exception most recently of trying to
exploit the situation in New Orleans post-Katrina. I saw that as being
their first foray into the American OU, and a dangerous precendent.
