Would all two hundred of them track down the PCs? I think you could
make it a small party, with about the same number of Sleepers as there
are PCs. This makes it more of a cat-and-mouse game, since it's easier
for them to eventually find out who the Sleepers are and start
fighting them with their own tactics.
No, not all 200 of them would be hunting the PCs but they would have access to the 'trick of the trade', contacts and skills of those 200 plus the network that the Sleepers has established (solid contacts with law enforcement, huge libraries of occult lore, money). The active team might be the same size as the PC group but with considerably more resources.
Fighting them with their own tactics would be possible, but difficult, after all, the Sleepers know all of the tricks and they are unlikely to be caught napping more than once.
It is not just a question of numbers but of logistics and resources. The Sleepers can hire PIs, involve the authorities, and so on. The standard UA group would have trouble affording a PI and cannot go to the authorities at all. The comparison to the mafia was pretty good, but I would say it is more like an international security firm, who have employees worldwide and keep on very good terms with the local authories often offering their expertise pro bono to help out and gaining favors and contacts in return.
My perceptions anyway.
