Damn. I stirred up a hornet's nest, didn't I? The reason that I used  
language as an example was that I've been trying to tweak the  
"Hunting of the Snark" module a bit by coming up with some more  
potential PC's for it.  Part of that was that so many of the included  
characters were from Dickens, and part of it was because I needed  
more women.  Anyway, one of the characters I devised was  
Frankenstein's Bride (aka Lilith), who's been wandering around Europe  
since the early 19th century, interacting mostly with Jews and  
Gypsies and fleeing from most other people. She's been "inducted"  
into the group of PC's a little more forcibly than the rest, and her  
English skills are a little clumsy at best.  This isn't to say that  
she's stupid, just less familiar wtih the English language than the  
other characters.

Not that anyone asked. Just thought I'd explain my motivations.
