No.

I reckon a 1st language is equal to their mind Stat
but automatically succeeds. Every other language is
bought like regular skills. Remember that skills of
15% are generally rolled unless in a tense situation.
I would say that the Polish speaker is fluent enough
in English at 15% except he has a thick accent.

The jandy method would be to classify fluency as
minor, significant, and major.

Minor fluency (>15%) is pretty halted with crambled
grammar and other errors of transliteration. His
accent is foreign.

Significant fluency (15% - 30%) to is capable of
intelligent speech and expression of complicated
concepts. He has an accent that is considered exotic.

Major fluency (30%<)is a native first language. You
are deft in numerous dialects and colloquialisms.
