Reminds me a bit of "Condemned: Criminal Origins", a computer game
I've been playing recently.

In it, a mysterious cult is using a kind of sonic weapon to turn
regular vagrants and steet scum into homicidal psychopaths on a mass
scale. It also attracts birds and rapidly liquefies their brains.
Imagine what it's doing to all those poor crack whores.

Also, weird kendo stick weilding mutilated ninjas with metal prosthetics.

Basically, Se7en meets Hellraiser(sort of). Good times.
