Well yeah... which is why so many crossdressers loved the symbol...
perhaps by wearing it, they hoped to be thought of as cute... even if

Don't be ridiculous, Kitty-chan isn't the Hermaphrodite, she's the 
Demagogue of Cuteness.  Anything with Kitty-chan on it is cute, 
regardless of the incongruousness of it being cute, from toasters to 
sanitary napkins.
