1) Not every department, I expect.  Especially if money's tight.

2) Some people can get up after being tasered, though it isn't easy and 
it probably slows them down.  There seems to be a link between being 
able to "untaser" yourself and being a little differently equipped in 
the sanity department.  (This is all anecdotal evidence, of course.)

3) They probably didn't want to electrocute the dog and the other 
officers.
