[UA] Bueller? Bueller?

I'm running a game in my own scenario. It's actually a sequel
campaign to one I ran a couple of years back - he previous one was run
under an *extremely* homebrew version of World of Darkness (ended up
discarding most of the rules; WoD isn't set up around running human
characters, really), largely because I'd never heard of UA at the
time.
The city in which both campaigns have been set is generally referred
to as Hell City. In the first campaign, it was ruled by three gangs,
the local goverment and police being both corrupt and ineffectual.
PCs worked for a private investigation agency
Over the course of the campaign, it turned out that two of the gangs
were run by rival groups of vampires, and the third was run by the
revenant, vampire-hunting owner of the investigating agency. Most of
the PCs ended up deciding they were insane for one reason or another
(two were hearing voices, for example), one PC, who became NPC when
his player left the game, was then first turned into a vampire and
then killed in a church to do strange things to the consecrated
ground. One of the groups of vampires then tried to bring about
Armageddon.
Demons walked the streets, the gangs erupted into all-out war, the
church melted, and in the morning the city as heavily damaged, full of
dead bodies, and kind of in shock.
Things got quiet for a while, but now dark forces are moving in. The
city used to be more-or-less adept-free, because the vampires that had
a chokehold on the city (through the gangs) were anti-magick and
adepts tended to die a lot. But the vampires are all dead, and with
the amount of weird and freaky mojo that got slung around the city,
not to mention a populace that's setting up all kinds of psychic
harmonics through city-wide denial of What Really Happened, the place
has become quite attractive to certain kinds of adept.
The gangs, decimated in the running street battles that raged that
night, are rebuilding; unbeknown to the players, they've been taken
over by rival avatars of the True King, each out to take the city for
themselves - and contending not only with each other, but with another
True King who's taking a different route, trying to become the mayor
who will rebuild and rejuvenate the city instead of claiming the gang
territories. The first cliomancer to come to the city and try to rack
up some charges in the places the people of the city imbue with
significance from the night the church melted is now insane, because
the idiot picked up negative vibes on a highly significant scale.
People *still* haven't turned up all the natural artifacts that have
been around since that night, and there's even a rumour that the owner
of that investigative agency managed to ascend as the Vigilante -
subverting the Hunter archetype as he did so, which means that if the
rumour's true there's a fallen member of the Invisible Clergy
somewhere in the city.
And it just gets weirder from there.
