"for you to have a boo at"

Okay, that's twice now that Tim posted this phrase to the
list.

It tickles me in ways I cannot explain.  Probably because
I'm an ignorant American. *grin*

So, I'm guessing from the wording that Tim is some variant
of British, and this is a common saying across the pond.  

And I'm sure it means "to hammer out and submit to you so
that you can give me your unadulterated comments on its
quality."  

So, educate a Yank.  How did this phrase come about?  I
think I must use it in speech.  Midwesterners get pissy
when you use British mannerisms.  Heh.
