Well there's other ways to up a person's skills and stats quickly,
"power-ups" you could say...
There is the old Cannabalism route, where the character can eat the brains
of a person with a better skill or mind stat to aquire a few quick points of
skill, which means that the PC has to first find, then kill and eat (with
all the various stress checks that entails) a person with the appropriate
skills.
Or the old demon time share scheme, where the PC gets a boost to their soul
stat and/or wanted skills in exchange for the demon taking total control of
the body for brief periods.
Or rituals that could allow the character to flip/flop a skill (though the
low soul stat kinda puts a nix on that).
Then theres the old mechanomancy/epederimancy/non-specific-mojo Mcguffin
that let's you give the character a stat/skill boost but that also give you
free reign to just set off one of the character's passions when ever you
like (or something else equally evil).
You could even make it the result of a special order (have all the players
gain a neat skill as well though, fairs fair if there isn't going to be a
down side)
