[UA] New game starting up - any advice?

DND players usually respond best to mission-oriented frameworks.
Of the three you listed, the TNI cell would be easiest.

Also, feel free to start them off in a more ordinary power structure.
FBI or crime-syndicate types provide a similar framework while allowing
you to more slowly turn up the wierdness.

For syndicate types, it's easy to lead them into the sort of trouble
where the TNI bargain would look particularly attractive.

If you have unusual players who enjoy the exploration-of-setting mode
(not real big in DnD groups but one never knows) then normies works
well.

I reccomend Mak Attax for people who have already had their first taste
of UA as it seems to require a deeper understanding of the setting then
newcomers have.
