To me, this sounds a -lot- like a Cliomancer, or an Iconomancer (from PoMoMa).  If he goes to Graceland, he could use the charge to improve his Guns skill- Elvis loved guns.  I guess you could go either way, depending on the PC.  Is he more about the history of the sites, or more of an obsessive fanboy?  Either way, you could introduce an NPC mentor, possibly one who's about a different historical figure- "Forget Morrison!  He's nothing!  Mao shows us the way!"
