Yes, but if paradoxical belief is the center of magical, using this snow 
qualities on a paradoxical way... I think this can HAS to be a good 
component for an artifact, I just dont know what... say, if you build on 
of those glass ball like the one on Citizen Kane, only with 
Christmasland Snow on it, no white stuffing, and a scenery of a sunny 
day, could you create short, localized snowstorms just by shacking it? 
(assuming you can mantain the thing at a temperature that didnt make it 
a lump , just flakes)

Or take the helmet of a German soldier that died at Stalingrad the night 
of Christmas, and cover it with Christmasland snow. Could you summon 
demons with that? Or more subtle effects, like, say,  if you cover a 
photo of one enemy with the helmet, will that person start to feel an 
impending doom, or just unnatural cold that eventually kills him even on 
a summer day?
