How about creating a street level scenario OUTLINE and individuals who are 
inspired by the possibilities engendered by that write sections of the 
campaign in non-game format?  These can be discussed and honed and then 
represented in game terms.  A mutual shared adventure concept.  I may be 
idealistec and maybe too many cooks spoil the broth but the formt has worked 
in short story and theatrical collaborations.  Thoughts?
