I'd actually leave skill costs the way they are.
Bigassedhooters aren't going to improve much over play
- they're pretty much fixed from character creation.

While Bigbadgundaddy 20% will probably need to improve
just a little bit.

I woudn't worry about penalising characters for their
personal skill choices. This is the Munchkin Syndrome
and as we all know, Munchkinism is a problem with the
player, not the system. 

Give players the bare minimum XP and they hoard it.
Give them a little more and they tinker around (my
experience).

On a side note, one of the guys I ran for considers
himself a professional munchkin - he goes and torques
the system for maximum leverage (usually combat). His
statement was that UA is self-balancing - he could max
out over here, but be completely screwed in this other
field.
