This is what I did for my last game: they were all
part of the same military unit seconded to do Mex-Tex
border duty on "the War on Drugs".

Then this epideromancer-on-PCP comes through and
waltzes through half the party on Body Like A Still
Pond before some bright private (the hook) sets the
evil fucker alight, saving everyone's life.

That what the group collective and binding agent.
Except players being fickle didn't bite. The bright
private gets killed travelling to meet the PCs on
their annual get-together. 

Still. Didn't work to well.
