[UA] Break Today question - random effects table

Hello,

 I have a question about the Special Orders effect table. On the best
 possible roll, the target gets a 10% Avatar skill, on worst roll the
 target spontaneously combusts.

 My question is - does this table generally reflects SO outcomes?
 Something very good happens to one person out of a hundred, and one
 person of a hundred dies horribly?
