true, but all the lowliest marksman needs is a high powered rifle and
somewhere
high to fire from and he can take on the biggest cheese and have a good
chance
of winning. 
Magic is dangerous, a charged up mojo-meister is the equivalent of the
hidden
sniper - no-one really believes in magic, so unless the adept is being
terribly
obvious about it and depending on his flavour of mojo, he can get away
with
murder (literally). This is why the Sleepers shit kittens whenever some
new
punk blows into town waving his magic flag.

Why not save the mind affecting spells for GMC's to start with - that
way you
can be as harsh as you like while still maintaining character
integrity
