[UA] A place to start my UA campaign

Off the top of my head, I'd say Austin, Texas.  I believe it's the most
liberal city in Texas, so your players may grasp it more easily.  But it's
still Texas, so you get the fun of a state government that'll execute
ANYBODY, and where a huge percentage of the population is armed.
