A friend of mine was adopted, as was her younger brother.  She was
about four when her parents adopted him, so she has clear memories of
going to the child services to select which child to adopt.  Until she
reached puberty, she was convinced that babies came from a store.

Which has nothing to do with CIA mind control or the rest, but amused
me.  

ObUA: Perhaps a mechanomancer is making baby automatons to sell to
childless couples.  However, what happens when the children never age? 
What happens when the authorities investigate?  They'll never believe
that the made them; they'll be looking for where they came from.  What
happens when a clumsy mother drops the child and gears fall out?
