We've had this conversation, many many times on a scifi community board I hang out at. It's a
military term. The two numbers represent different aspects of how well something is functioning, I
think usually communications. Five is the highest each meter can go, so '5 by 5' means the
doohickey is at top performance.

It entered popular jargon, presumedly, by way of the film Aliens, where the shuttle pilot used the
term. It was also used in the game Starcraft. Yup.
