Here's how I'd do this one: I'd make it a red herring.  There's
electromagnetic weirdness in the region that has the following effects.

1) Disorientation.
2) Bad compasses.
3) Fries electronic gear.
4) Kills batteries.
5) Phantom odor.
6) The big one: Altered state of consciousness.  While in the freak zone,
no one makes stress checks.

This has made the freak zone a mecca for a murderous cult who like having a
place where doing freak murders feels natural.
