He cannot sway his own mock-spiritual organisation for
the benefit of a third party (he can only do it for
himself and/or the religion itself). The Hagiomancer
may certainly create alliances, but he can never
relinquish control of his creation.

He can become a citizen of an adopted country but he
may cannot keep his magic if one of the conditions
would be that the hagiomancer could never preach his
unique gospel. Otherwise becoming a citizen of a
country would be pretty much the same as getting a gym
membership.
