I'd run that he has a severe spinal injury and give
him an extremely low General Athletics skill (1%).

This way the character can work his way out of the
chair, into crutches, and finally a cane. Having a
character in a wheelchair permanently will get
frustrating for everyone.

Being of computer geek hacker characters - they suffer
from the accountant PC problem. The characters tend to
sit on computers and surf for clues. They don't get in
and play with the other PCs. Those characters are
annoying and boring. 

One such player ruined my long-term MageTA game by
refusing to bite plot hooks, every session was a
search for clues event, and when he eventually left
the game he told everyone it was was boring.

If PCs are sedentary, bring the goons and hurt to
them.

Go wild.
