First, I consider UA to be one of those global reach games. Secondly, I ran Belgrade based UA campaigne and it fit like a glove...But we are country where prime minister was assassinated in broad daylight with sniper, has largest USA embassy on Balkans which is rumored to house CIA regional HQ and have large criminal and political extremist organizations that operate almost in broad daylight. So it was easy to fit in TNI [I made AA to be almost George Soros figure with foundation network], Max Attak [battlecry of the Red Star Belgrade fans to other ex-Yu football teams was 'We have McDonalds and you don't'] and Sleepers [They are everywhere!]. Order of the NG was much harder because Yugoslav porn sucks but on the other hand there is Serbian horror writer who with no prior knowledge of UA wrote a novel about a guy who searches for porno version of Necronomicon [Cthulhu sex!] so there might be some hope...   
Hope this jumbled collection of half-baked thoughts help...
