[UA] On Dubya and UA in other countries

I think it's pretty much been decided that Dubya is an Avatar of either the 
Insider or the Fool. The latter is funnier, but the former is far more 
plausible.

(And I agree that we shouldn't be Talking 'Bout The War in general on this 
list -- but I also think that there are going to be opportunities to put 
elements of it in UA terms, and there's nothing wrong with that.)

I'm also interested in what UA campaigns look like in other countries -- 
countries with cultures that are distinctive from the US. What would a 
russian UA setting look like? (Okay, there's be a helluva lot more 
dipsomancers,  but what else?) How about one in Saudi Arabia? China?
