I don't think the first statement about "taking risks,
even great risks, by your own decision, in a
controlled environment" could be about Entropomancy
since if the entropomancer had control over the
environment, there really wouldn't be a risk. 

I believe Phobomancy is still alive. Maybe not as
strong in the US as the rest of the world due to
general societal differences. I feel Phobomancy is
alive in the world where people wake up & live in
fear, getting stronger with the amount of people who
live in fear and the degree of fear those people have.

A phobomancer in a new age cult? Very weak if any
power.

A phobomancer in Baghdad? Getting stronger by the day.

That's my opinion.
