Everything I've written seems to be set in America. I've had a lot of
European elements crop up - Dutch drug-runners, Nazis trapped in an
interdimensional hotel, etc, but the American setting feels so right for the
game. Probably the easy availablity of handguns. :-) I'd also be worried
about new schools being ghastly nationalistic stereotypes ala some early
bits of White Wolf.

I must try a UK-based setting. Ganglands London, maybe.

Done UK twice, once with New Inquisition membrs who still had their
handguns. That turned out to be a mistake... for them.
It doesn't need much of a shift... I wouldn't use TOSG or whatever they're
calling themselves now, TNI is just getting a foothold and the Sleepers are
everywhere. Beyond that... well, we have Mak Attax too...
