I believe that was exactly the reference.  And I *loved* that short
story.  One of my favorites from that collection.

obUA:  So, if cities are conscious (or at least, slumbering), how do
urbanomancers fit in?  Are they functioning as the "zookeepers" or
caretakers of these entities?  Or are they vampires, draining the power
of the slumbering beasts?  Or something else?
