That's the beauty of Check Levels and "Fuzzy Logic" though. And I as a GM 
and player don't mind it one bit. Since the situations at hand is a 
judgement call on what the outcome should be and depending on the penalities 
of failure.

An example here:

One of my players took Paintball (firearm skill) at 15%, Rage (melee) at 
%15, he had no magick as well. He played a computer hacker with a Compute 
This! skill of %55. It was also his obessession. Trying to uncover the dark 
truths that lay hidden in the world and expose them on his websites.

His weapon of choice was a paintball gun and I determined that the max 
damage was 25. Indeed it is a weapon, and if you ever where hit with a 
paintball in an unprotected area it stings like hell.

He was sitting in his apartment one evening, trying to find out what was the 
real deal with TNI. When suddenly there was a kick at the door. Someone 
tried to kick down the door and failed. Giving our "hero" ample time to find 
his to pick up his labtop and his paintball gun.

He knows that magick and combat are all Major Checks. But, that's the way he 
wanted to play him. With paintball gun in hand he fired a shot as the door 
kicked open, he missed his target but the paint ball splattered on the wall 
beside the door. As two men and a woman in trenchcoats, surgical masks and 
rubber gloves come through the door.

Our "hero" realised he was between a rock and a hard place, taking the disk 
out of his computer, he immediatly took flight through the fire escape. He 
fired off one more shot, another miss.

As he continued down the fire escape, he took a slug in the back (32 
wounds), knocking him off balance as he tumbled down the fire escape (8 
wounds) and hitting the ground below (6 wounds). Seriously wounded, but 
still breathing (barely).

I guess it's all in the way you want to play your character. And the style 
of game. And this is just my own 2 cents.
