Mr. Crow is working for an Avatar of the Demagogue. 

The Avatar is seeking to prevent anyone from performing a ritual which would
force him to break taboo repeatedly.

The ritual requires a statue of the head of a failed state and a body part (
hair / fluids are fine ) from the Demagogue.  The body parts are burned and
mixed with the soil of the Demagogue's place of birth and smeared on the
statue.  Over the next three days a mob must chant obscenities at the statue
culminating in its destruction via toppling.  Once the statue is destroyed,
an examination of the remains finds it to be a statue of the target.

Whom the Avatar is ( hey, this guy is in Texas, right? ) is left as a
mystery ;)
