Idea:

The area is home to a coven of New Age witches. A self-made witchhunter is
slowly tracking them down by killing their familiars. By dissecting and
reciting passages from Bible and other holy books he can determine if he's
found a familiar, and then track it back via its collar. The ones he returns
he's taking back because he feels guilty over killing a harmless house cat.
