You might read Bacchus by Eddie Campbell, which is a comic that covers
similar territory and is (I think) very good.  It ranks lower on the
scale of UAability, but still has some bits (two competing mafia type
groups recruiting minor gods to help, much like the different sides did
in the Trojan war, strikes me as something that might be worked into
someone's game).

Periodically I contemplate a game where the PCs play gods of little
power (drawing from the two above sources and Small Gods by Terry
Pratchett, and minor bits from elsewhere), but I doubt that I'll ever
runsuch a thing.
