You should use the Street level values for PCs when they create their
PCs, and then when they get their memories back, give them enough
points that they qualify as Global or Cosmic level types (IIRC, that
means 20 or 40 more points of stats and skills).  I'd prefer this as a
player than starting with fewer points, and it'd balance out any
annoyance the players have at you changing their characters and their
histories.
