You can look at statistic of hit-to-miss ratio in modern warfare --
there are plenty of statistic on that during the Vietnam war and most
police reports will have them for their operations.  You can get those
either in military history textes or just ask your neighbourhood cop for
their PR departement and they will provides those for you.  Last time I
did that, I was surprised how many rounds were fired into the decore by
people I expected to know better.

You could experiement yourself.  Go to a shooting range and borrow a
handgun and fire brass at a traget 20 meter away.   If it is the first
time you handle a gun, I would be very surprise if you hit the target at
all much less in any leathal way.

"What Cops Know" by Connie Fletcher and "Deadly Force Encounters" by Loren
W. Christensen are two books that will teach you more than any emails on
any role playing list about firefights and cops -- no offense to anyone
on this list intended.

In my opinion you are oversimplifying things.  It's like saying that
anyone with martial training will take anyone without all the time.
It's not as black and white as that.  It's all down to odds and weapons
and training help shift those odds in your favor.
