Never got to play ArM with the whimsy cards having only recently had a chance to finally explore that excellent game, but here's a few contributions for UA Whimsy cards. Right now my group is trying out West End Games' Bloodshadows setting. The mechanics are a little awkward, but the setting is intriguing. It also uses a deck of cards that players may present during the game to influence the plot or gain advantages during actions, etc.

Fortune Cookie Philosophy for use as UA whimsy cards:

"Beware of strangers bearing used soda straws."
"You need a new environment. Try Mexico."
"You think that is a secret, but it has never been one."

There's a humor book trageted at "Life's Little Instruction Book" called "Life's Little Deconstruction Book: Self-Help for the Post-Hip" I picked up a few years ago. It has lots of one liners that would make great whimsy cards (or signatures). I don't have it with me now, but will gladly share some selections when I get home.
