[UA] Rules question about Avatar skills

So maybe this is a silly question, but I wanted to make sure that I was
understanding this right:

1)  No skill may be higher than its associated stat.

2)  Avatar skills are Soul skills

Ergo, any godwalker must have a Soul of 99 to get his Avatar: The Yodeler
skill to 99%.

Am I right?  On the one hand, this *is* the way that the rules read.  On
the other hand, it strikes me that a godwalker might not necessarily have
all that much in the way of Soul.

On the gripping hand, maybe this Soul increase represents his growing
awareness of the true nature of reality......

Can someone help?
