Well, it's not just avatars. If you want a 99 in shooting,
magick, or window washing, you have to raise the
appropriate state as well.
One way to look at it is that it takes a lot of effort to
become the master of a trade. If a skill is not tied to a
stat, then it takes little effort to go from 70 to 100. In
fact, you'd have just as easy a time going from 70 to 100
as some schmuck going from 20 to 50. With the stat
limitation, you have to expend twice as much effort to
increase your skill.
So I don't see that as too terrible a thing. Besides, it
should be very difficult for anyone to get into the 90s of
any skill. Barring huge negatives, that means you will
nearly always succeed in all thoses tasks: Your aim is
always true, your spells will always go off, you will never
leave streaks.
Personally, in my own UA game, I'm not willing to give that
much power to my players so easily and so early. If I want
to run a game with someone in the 90s, I'd run a one-shot
scenario with pregenerated characters. Personally, I'd
like to see something with six avatars of the same
archetype at 98% with different viewpoints all vying for
Godwalker status.
So, it's not a bad rule. However, if you want a faster
campaign, you could certainly drop it. You can accomplish
the same thing by just assigning more experience points.
