well, we tried this once. It was not UA, but conspiracy-style game using GURPS as base system. I was GMing, and happily let bad guys kill me at the very beginning of the game, because some conspiracy nut slipped something important into my pocket just before he got killed (thinking about it, it was _before_ I saw Enemy of the state). The rest of the game was... interesting. For one thing, players were much, much more careful about themselves than usual. Second, we realized how terribly unfir regular people are for such adventures. No criminal contacts or skills, no knowledge of conspiracy techniques, no special equipment or access to it... it was fun, but only as a one-shot attempt. I would not try it as a basis for long-term campaign...
