I think that the last time around it was decided that there was some kind of 
Mechanomancer connection, based on the doll and the battery.

For Call of Cthulhu, I might make the painting a Pickman creation, one that 
serves as a gateway into a rather unpleasant part of the Dreamlands under 
the proper conditions.  Maybe while the owners are asleep and dreaming, the 
painting opens up....

For UA?  The painting is a ghost trap.  It attracts demons; the boy has an 
aura identical to that of a living being and when ghosts try to possess him 
they become trapped within the painting, unable to escape.  If you keep 
track, you will notice that the number and position of the hands keeps 
changing.
