Perhaps, but what better way to keep the Rabid Christians out of town than
saying, Oh of course he can't come in here... In reality the whole town is a
bunch of Satan Worshippers

Kinda like a reversal of my theory about area51

There is nothing there, so the government forbids anyone tresspassing there
to look around

that way they can keep their secrets somewhere in Montana where no one's
gonna look
