It is an invasion of politics into religion because it is effectively 
making unwelcome a religious entity in an area.  It would be like if 
I was elected mayor of a town and decided to piss people off by 
banning Jesus from the area.  While it probably is the mayor's 
religion that made her think this was a good plan it is not a church 
invading the political realm.

As for UA potential of this I can imagine this as a brilliant and 
massive ward Tilt.  Assuming of course it is performed by someone who 
has a clue against a valid target.  It might even be a full ritual. 
I mean the accept political ruler of an area, official proclamations 
in sign posts at the borders and so on has a big ol' occult flavor to 
it.
