Yeah, I see Bill in 3 Parts as an introduction to high
weirdness.  I never envision the rest of UA to be like
that.  Well, actually, take any of the three stories; that
would be UA.  The whole car accident thing is pretty much
an exception.

Some things I worked with:

Group is asked to covertly rescue a politician's daughter
in a kidnapping.  She was kidnapped during morally
questionable behavior, so the politician doesn't want to
bring in the police or media.  Turns out she was kidnapped
by some poser cult.  The PCs check out this warehouse
before the supposed ritual.  They find a lot of strings and
speakers to help with a good sham job.  There, they find
two mysterious people.  One says to the other, "There is no
threat here."  The two people leave.  They were agents of
the Sleepers.

Later on, the group encounters an avatar of the
Executioner.  The Executioner figures he's going to ascend
(he knows enough to be dangerous but not enough to figure
out he's a far ways off from being the godwalker).  He and
his buddies point guns at the PCs.  Suddenly his buddy
shoots the Executioner.  He ascends as the Traitor.  Three
million silver dimes fall from the sky as a result of this
ascension (30 silver, sayeth Judas).  The PCs are freaked
out.

One player had read the book, so he figured the dimes would
be magical like the Naked Goddess tape.  I let him think
that all he wanted.  Heh.  

Some things were obvious and some were not.  I had the
group meet some contacts at a fetish fair.  The PCs thought
for sure that it was a pornomancer convention.  Nope, it
was just a convenient meeting place for a bodybag.  I could
have thrown in some fleshworkers if I felt like it.  

I didn't have a chance to run the game too long.  But I did
throw out some hooks to be picked up later.  One PC was a
cop.  He saw one of the guys at the warehouse join the
force as a new cop.  He became instantly suspicious.  My
plan was to actually have them be allies (I think the group
would have been sympathetic to the Sleepers) after a tense
moment.

And I had Dirk Allen be their main contact.  He sent them
on their jobs like little lackeys.  I intended for him to
become a bit more reckless in his assignments until the
group tells him to bugger off and use their own resources.

So, some thoughts.
