Here's a notion:

The Comte is the key to the cycle of the universe because he's the one
who bound
Cthulhu, et. al.  

Cthulhu was on the verge of destroying mankind;  the only way to stop
him was to pull reality out from under him.  Now he has to start from
scratch in each new world.  C. must counter the most recent version of
the binding;  each combination only works once.  The IC are effectively
the encryption key to the commands that would free him.  The Comte must
therefore make sure the IC changes over time, & that all 333 variables
are filled before Cthulhu solves his puzzle, and rises again.
