   Reading between the lines, I think a version has already been written.
I'm thinking of Sean Holland's Demourgy.  A quick version as I remember
it--Paradox: The adept acts individually and secretly, and often
manipulates the People, in order to enact the Will of the People.  Taboo:  
the Adept can never act against the Will of the People (in Demourgy this
is expressed as the majority outcome of a free and fair vote, but ought to
be easily adapted).  The whole school is at:
