[UA] Filling the air with lead

I was thinking about the UA rules today and I realized that one of the
things that UA doesn't model as well as I would like is taking multiple
shots with handguns. What I'm picturing here is Reservoir Dogs when Mr.
White fills that cop car full of bullets in about 4 seconds. Now I realize
that you can do this kind of thing with the current splitting the skill
mechanics, but the thing I love about UA is the neatness of the system and
the regular multiple shots requires rolling once for each shot. Making the
gunfire more rapid would be a plus. So (with Godlike on the brain) I
propose this:
For filling the air with lead what you do is take a -10% shift for each shot
past the first (so "I shoot three times" would get you a -20% shift).
The -30% maximum shift would still be in effect, because any more than four
shots and you get into covering fire. The benefit that you get is an extra
die for each extra shot. The catch is that (like covering fire) you need a
successful match (on your shifted skill) to hit anyone. If you get triples
of one digit that means that two targets were hit (at the same damage), same
thing for having two separate successful matches. Cherries wouldn't apply
to these matches.
Joe with a 30% gun skill tries shooting two guys. -10% to his skill but he
rolls three dice. He gets 0,3,3. It's an unsuccessful match. Joe needs to
see a couple of ones even to hit anyone, but the chance is there to hit a
couple.
Eponymous (Put A Cap in Your Ass 75%) tries shooting four guys. -30% to his
skill but he rolls five dice and looks for multiples of 1s to 4s.
Actually rolling it out, I'm not getting lots of hits even with Eponymous.
But it sure puts more bullets in the air with less rolling.
Does this sound useful? My UA game is going to be starting up again soon,
so I'd love it if anyone could give me any ideas on how to make this work a
little cleaner. I realize that there's no place for flipflops or crits in
this since it's all based on the matches, but I think it might work. Any
suggestions?
