I'm with the Minister here ('though I never heard of or saw WW Tarot cards). At 
least, keep the major Arcana free of specific people from the OU, but use Avatar 
and/or Adept symbiology. For the - err - must be lesser arcana then... Anyway, 
for the "common" cards like the two of swords or five of cups, you can 
handsomely use established NPCs like Alex Abel, Dirk Allen or the Freak, for (at 
least IIRC), on these "lesser" cards, it's not the person depicted that matters, 
but the scene played out on the picture.
