I like urban fairy stories, that is: high fantasy ones
with a touch of horror, not true-to-the-bone horror
ones with a touch of high fantasy. Charles deLint is
my major inspiration, of course, as well as comics
like Matt Wagner's sometimes good "Mage" and the
clinging remnants of Dorothy's dream travels in "The
Wizard of Oz" movies.
So, Changeling would seem to be an obvious choice for
a game for me, only I don't like it or its rules. I'd
cobbled up some Archetypes based on the various "kith"
and then threw those out and said, why not just
re-write the whole thing?
I suggest doing that with your Wraith/UA crossover.
Figure out what you like about Wraith and then dig up
whatever references the wWolfies sort of half-used. I
don't read too much "beyond the veil" stuff, but
Robert Sheckley had a pretty good novel about life in
an immortal future where you might want to start:

They had something called a "Spiritual Switchboard"
which might serve to inspire you. Also, only certain
people could become ghosts (it was a chemical thing
brought about by "living right" or "dying bad" and
such-like. In other words, mostly by accident.)
Maybe you like the idea of "tethers" -objects that tie
spirits to the mortal world- which are certainly
expressed in a wide range of good stories, none of
which are popping to my mind right now.
