Yup, that may be well the case.
Before Statosphere came out, I tended to see them more like angels of
death, guardians of whatever is beyond the veil. Statosphere portrays
them more like a force of balance, taking care that the universe is
running smoothly, usually by killing anyone who don't obey the rules or
screw it big-time (major unnatural phenomena rampaging around)
To ask Edward's question, I seem to recall that Stolze has said before
that the Cruel Ones are in the "never to be fully explained" cathegory.
But I could be wrong.
